Actually a mile is 5280 feet and I don't know of any plane (propeller, jet, or glider) that can't go at least that high. Most can go twice that. So really any plane will do. In fact there is a company here in Ohio that will take you up for just this reason. It is called Flamingo Air.

By the way it would be irresponsible of me to say that as I pilot I have participated in this type of activity. (wink wink)
