That answer is most likely edited, such as the question could have been in a different context or the quote of valves answer was moved around and parts cut out ect,
but one thing is Valve are not biast, they are legend for their PC games and halflife 1 & 2 had close ties with mircosoft when in development, and when HL2 code was stolen MS helped in finding the hackers, and i see nor reason they would lie for sonys purpose so maybe you should just take the answer as it is? as it may be 100% true who knows.
