According to the UK Question and Answer article on IGN dated Feb 8, yes, it is only 2 player.

You CAN still play 4 player terrorist hunt. So if thats what you like then it is all good. Im sure we will have fun in terrorist hunt, but the full story co-op would have been amazing with 4 player.
