I get something similar from time to time...but never 15 minutes. Sometimes I wait about 1 minute, maybe 2 at the most where I'm the only one in the room and it says waiting for members or something like that, and then I will see a couple of people show up in the room with no gamertags or rank. Then boom, the floodgates open and the room populates with people when the lag finally catches up.
