I've gotten all the way to the vip, twice, and screwed up the shot each time. The first time, I tried like you said to shoot his body or something, and then it said you have to get headshots. I tried for the headshot the next time and my dad starts screaming at me to shoot him and decides he wants to grab the controller and do it himself. -_- He shot the hostage straight in the face.
Ever since then I keep getting stuck at the last area before the vip or time runs out right before I get to the door.
