So how come PS2 games keep looking better and better? The UE3 engine has been heavily optimised since Gears of War (just look how easily UT3 runs on a mediocre PC) and now they have extended that engine's reach to incorporate better physics. You're always the voice of doom when it comes to...well, pretty much anything but again your argument is flawed. Gears of War 2 will run far better than it's predecessor.
