When you hear a song in game that you like dial ZIT-555-0100 on your in game cell phone. Then make sure you are signed up at the rockstar social club: ROCKSTAR GAMES SOCIAL CLUB and have your 360 account linked. Log in and check in there for the song preview and purchasing intructions.
I believe at this stage its restricted to US only, with the possibility of it branching out in the future | I suppose they COULD have made that a little more difficult, if they put their minds to it.
