It really does come down to the gpu in gaming, but with both of these consoles, the gpu/cpu work together, so each have to pull a large workload....
I personally believe that the ps3 is imbalanced and that will work as a disadvantage for the console and the developers.
You are correct when saying that it is more expensive to develop for ps3. In fact the basic game was calculated at almost $5 million more than to develop for xbox360 (forgot the source....old article). Just the basic!
