how do you kill palace guards in imperial city i cant seem to

You dont know how to!? You can only kill them when you commit a crime like for me, stealing but when you keep figting 1, like 2 more come so its easier to go to jail and get it over with. In jail, all ya gotta do is get in the bed! Simple as pie!
