weapon re-charge?

If you do the Dark Brotherhood quest you get this bad ass dagger called "Sitherthron" or something like that. I've come across several daggers that are like that but after a while they run out of "juice." It says Charge: 5/1000 and it'll stay like that.

How do you re-charge your daggers, swords, ect that do damage to magic, health, ect? I have several things that are drained but I can't find a place that'll charge them back up.

a) go to a mages guild and ask around(at different times of the day) costs the money your weapons charrge so 1495 gold to recharge or
b) buy the spell soul trap and trap souls in soul stones

Ok can I get the soul trap at the spell store in Imperial City? After I get it and get some stones, do I just use the spell on somebody and they automatically get trapped into a stone? I then just selected it in my inventory and have it charge a weapon?

you touch them and then if you kill them within the time period said in the spell it will say you've captured a soul
