Does the play and charge kit charge the controller while the 360 is off?

Yes. If you turn off your 360 you'll notice that the red charging light stays on and the fans stay on in the 360 while it charges.

I guess I'm doing it wrong, because if I turn my console off, my red light on my charger goes off. I have to leave the console running to charge my controller.
I'm turning the console off by holding the center "xbox" button down on the controller and then choosing "Shutdown The Console" instead of pressing the on/off button on the console itself. Is this why my wireless controller will not charge?

....just as joshcisn said.;)
When I went home for lunch today, I turned on my box with the wireless controller attached. Instead of turning the Xbox off with the controller, I pressed the button on the console. The red light is on (controller is charging) and the fan is running on the console but the unit is off.

You just double-posted the same thin Trey. Anyway, I bought it but I didn't use it yet. Thanks for the heads up! Does anyone know if you can turn off a controller without taking the console off?

I pressume you mean turning the console of. Hold the Xbox guide button for a few seconds until the dashboard appears on the right side of the screen. There there's two options, "Turn off controller" and "Turn off console". You're only turning off the controller where you held down the Xbox guide button.

Hold up let me clear this up
In order to charge the play and charge via xbox 360, the 360 has to be on or you can plug in the play and charge then turn off the xbox 360. Even though the lights are off the fans are still going. When the battery is fully charged the xbox 360 will completely shut off automatically.
Also while the controller is charging via xbox 360 it CANNOT be turned off and remains on.

I use regularly, it works fine for me. I believe you have to turn the system off with the controller already connected to plug and play kit in order to charge while system is off.
