Raising Fame for the love of me!

Ok so this may be a noob question but im not a noob to oblivion, i have beaten the MQ and all the guilds, and i need a way to raise my fame, cuz right now my Fame=Infamy is 4=100!!!111one

Im confused how did you beat the main quest and all the guilds and have a fame of 4. That just doesnt make sence to me.

the only way thats happend to me is when i was wearing the gray fox cowl
