I can't use my downloaded content for oblivion off-line

Bethesda made it that way. Stops the piracy. If not then you can easily save your profile on your buddies memery card or harddrive and now they can also access it. So by making you sign into xbox live only 1 person can use it at a time. I think only bethesda did this so far.

Weird, because I could use them without being connected to Live. I either had Live drop out on me because of system maintenance and it worked fine after loading, or I disconnected the network cable before I even turned on he system and it worked fine.

Eh I really don't know whats wrong...
I have Oblivion and Downloaded The extra content on live, then disconnected from live and haven't played Oblivion on-line since, always offline.

My content works fine just loads up every time I start game, and now that I think about it after I downloaded content, I moved 360 and played Oblivion Offline, So Ive never had oblivion on-line with the extra content...So it must be some error with your game.

You could try clearing out your cache for Oblivion. It could need to verify it because there is no info about it in the cache, and for some reason it's not being placed in it.
