Is there any way to play Sauron in skirmish mode?

Yep. You can play like him in skirmish, and online. You just have to host the game, and enable "One Ring Mode". Then Gollum will run across the map, with the ring. You kill Gollum and take the ring, and then take it to your base. Then you wait, wait and wait, and kazaam, you'll get Sauron. Though beware, if you play online, the other player can also capture the ring, and then you're most likely... toast.
