Posts: 828 | Typically Charles I would agree with your statement. But a 10/10 is not entirely based on just that. I think a perfect score defines a game that pushes a particular genre to a totally new level. Maybe this is the best open world environment game etc that has evolved to a new level. IGN even stated it had a small texture pop here and there, but not something you could hold against such a masterpiece.
I am not a game reviewer, but a 10/10 at IGN has not been handed out in a long time since the Legend of Zelda Orcania of Time which really pushed the genre to new levels.
Still, the best review is my own, when I get to play GTA4, which now, thanks to todays RROD, wont be for at least 6 or so weeks!

I've liked games with poor scores, sometimes they just appeal to me. Like I really enjoyed Assasins creed but it only scored 7 something. I wound up not enjoying oblivion, despite its 9.7 rating.
So its totally up to the individual.

There was crazy-ass statements made in the review, such as "Best game in 10 years", "best game since Legend of Zelda: Ocarina of Time". You don't say **** like that unless you mean it. Statements like that don't get made if they aren't at least close to true, because criticism and backlash will comeback tenfold. I believe it. If anybody could pull out a 10, it's Rockstar.
Needless to say, I am super-****ing-psyched for this game and although I can see how this could be though, I don't think IGN took money from anybody for the review. After Gamespot, nobody would be that stupid. It's an instant funeral to do so.

Posts: 920 | my thoughts are that other countries will leave their gods and begin to worship GTAIV and Rockstar as their new master. all other developers and publishers will close their doors and cancel all current and future video game projects since no other game can come close to GTA's new height of greatness. global economies will collapse as people will leave their jobs to play GTAIV full time. just my prediction. |

The dev teams spent a lot of time in NY studying the city and 'getting the feel' for Liberty City - but key development took place in Edinburgh IIRC.
GTA4 is a Rockstar North game after all.
Having said that - it's certainly feasible that some development occurred in the U.S. and even Canada. Rockstar is fairly spread out - but the studio that 'owns' GTA4 is headquartered in Edinburgh.
Midnight Club LA, Bully and Table Tennis were developed in US/Canada - that I know for sure.
