I'm not sure how anyone is suppose to answer your question,when you haven't given us enough info.
Does your headset work with any other of your games(if you have any others)

The only other game I have is Test Drive unlimited. I don't know how to activate the headset on either game. The headset is the one that comes with the 360. I plugged it into the controller and the mute button is off and the volume is up and still silence.

Try sending a voice message to someone and then play it back to yourself to see if is your mic, if you can hear yourself your mic is working properly and it has something to do with the game.
If you cannot hear yourself change you voice output (via personal settings) to speakers and see if you can hear yourself though your tv or sound system. If you can it is your headsets speaker that has gone bad...that happend to me 3 or 4 times!!!!
