Each game works off its own servers. It is completely free to use their servers, but it depends on where you connect. If you connect from a home wireless router (you cannot go wired) it is free to connect since you are paying for your own home broadband service (i.e. Time Warner). However if you go to a McDonalds and try to play, McDs charges you to use their online service but not Sony. Sony has very little control over connecting to the net aside from their first party game servers.
