u need to play double agent to figure that out... every game continues from the previous game.

see what i dont understand is....

*SPOILER WARNING*

DA has different endings ranging from having terrorist trust and not being trusted by the NSA to having NSA trust and not being trusted by the terrorists

so why if you finish the game with full NSA trust are they still hunting you down in conviction??

well, the girl in double agent was supposed to be a new love interest.. the one u have to kill to be a good guy..
maybe they decide to take him on a neutral/bad ending from double agent and go on with conviction after that.
they do say that the main NSA guy, that black guy, is retired or dead, and its a whole new NSA with lots of red tape. They will explain it all in the opening cutscenes.
